ISY not working after router change

When I launch 99i I get the following errors on login

 

xml parse error http://192.168.1.104/desc

 

socket open failed ...

 

The admin console launches but doesn't let me do anything

The old router was acting up. Is there another way? I have tried the reset button on the ISY but that doesn't seem to help.
