RL Linc2 turn on one light when off by pressing off

I have the following setup

• M.BeDd-Overhead - scene -  to drive both overhead can lights PBed Can 1 + PBed Can 2
• PBedOverhead(dummy) - switch linc dimmer -   load is capped as it is just a dummy switch- controls M.Bed-Overhead
• PBed Can 1 - micro dimmer module - driving a top hat can light
• PBed Can 2 - micro dimmer module - driving another top hat can light 
• RL_Bed_Left-C-D - remotelinc as an 8 scene where buttons C/D controls M.Bed-Overhead
• RL_Bed_Right-E-F - remotelinc as an 8 scene where buttons E/F controls M.Bed-Overhead

I setup a program that when PBed Can 2 is off and someone pressed off  RL_Bed_Left-C-D, it should turn on only Can 2  (plan to do the same with RL_Bed_Right-E-F when it get it working on RL_Bed_Left-C-D)

Whenever i press, RL_Bed_Left-C-D while PBed Can 2 is off, it does turn on only  PBed Can 2 but after a second or two,  PBed Can 2 turns off.  I cannot figure out why...
