994 to EISY Migration fails

Question, If you are migrating from 994 (Pro / Zwave) with serial PLM to EISY with USB PLM, should it work ?

I have tried 3 times, each time none of the Insteon device are accessible ...

Following the guide, Restore 994 backup using 994 backup

reboot

See all Insteon & Zwave devices, but nothing works 

reboot, EISY starts discovering all Zwave devices 

reboot

Zwave devices are responding, Insteon devices report Not Responding

Restore PLM, runs for HOURS and hours, Event Viewer ONLY shows PLM reset when PLM restore started

I've put the 994 back in service and everything is working

Being that you're using a new/different PLM on your EISY you need to exactly follow the replace PLM guidelines for your EISY. See attached

The reason nothing is working is because your EISY is currently programmed with the serial PLM and doesn't yet reconize the USB PLM

Thank you, that was my suspicion... 

Again the [Eisy:User Guide] has failed to identify this twist in their migration procedure
