Is it possible to program the Ventstar thermostat with the ISY. For example, set the Wednesday scehdule with an 8 am 72 degree setpoint? Then if the ISY is off the t-stat still operates per the schedule.

No, the Venstar Program modes can only be set at the thermostat.

 

Scenes can be created and KPL buttons (or any Insteon controller) can be included as controllers. An Away button could be used to set the thermostat to Program mode if desired, then the ISY wouldn't be necessary.
