"Start Linking" Issues

Hope everyone is doing well.

 

I have an ISY-99i and a Smarthome 2413s. I use them to communicate with four 2466S's, one 2466D, and a 2450 for my garage door. I bought another 2466S to add for the light in front of my garage. After wiring the switch up, I tried to link the switch and something odd happened - nothing. When I click "Start Linking", I get the typical box asking to select how to handle the existing links. I select "Remove Existing Links" and click finish. Normally I would see the progress bar moving across the screen while the ISY looks/listens for new devices. But nothing happens. The box just disappears, and the bottom left of the admin console says the status is ready.

 

I am able to communicate with and operate the previously attached devices. Status updates normally, and signals are sent and received like normal.

 

Here is what I have tried so far:

 

Completely remove new switch.

Verify ISY is connected with PLM

Reset PLM to defaults, restore PLM

Reset ISY to defaults, restore from known good config

Upgrade ISY from v2.8.16 to v3.1.16

I tried unplugging nearly everything in my house

 

I have no idea what to do next. It doesn't seem like a noise issue since I can still control all my other devices without fail. I am kind of at the end of my troubleshooting playbook.

 

Anyone have any ideas?

The order is slightly wrong. After clicking Start Linking, press the Set button on the ToggleLlinc Relay for 3-5 seconds. Then click Finish. The PLM will timeout in approx 4 minutes so the Set button must be pressed within that time frame.
