Use one ISY Scene. Add both switches as Controllers of the one ISY Scene. The ISY assumes a Controller is also a Responder and will cross-liink the devices.

Unless it is an InLineLinc w/sense it is a Responder only. It can be controlled by the other switch but itself cannot control another Insteon device.

 

One ISY Scene, switch as Controller, InLineLinc as Responder.

Configure browser push notifications
Chrome (Android)
  1. Tap the lock icon next to the address bar.
