There are many areas of the country which do not observe DST and I suspect eventually it'll go away all together. I believe this could be considered a bug report and I'm sure UDI will address it.

You might try using java application (admin.jnlp, download from release thread for your firmware version.) The java applet (launches from browser) uses browser resources so to use it you may have to clear the browser cache to use it.

You'd have to decide that. Alexa affords control of devices, programs and scenes via voice so can you make use of that feature? People use it in a variety of ways but just as HA isn't necessary either is Alexa.

Accessing the router's lan table should be your easiest and most reliable method for finding ISY and if it doesn't show there I don't think ISY then is communicating with it.
Are you certain the ethernet cable connecting ISY and the router is good? Looking at where the cable connects to ISY and the router do you see green blinking LED lights? I might reseat each connection?

It looks to me you have 8 devices connected
MWareman is in IT so hopefully he'll chime in.
Have you power cycled ISY (remove power for 30 sec. then plug in.)
afterwards do the arp -a again
You could also open a ticket with UDI

From what I can tell ISY isn't seen on your network. You seem to have subnet address' of 224.0.0 (x) while your main network is 192.168.1.(x)
I'm trying for understand what the other devices are that are connected to your network.
No matter though.. either ISY isn't communicating on the network or it's behind one of the subnets.
