Sounds like the file association between start.jnlp and Java is broken. You can try to manually reassociate them or possibly delete Java and start over.
I believe there is some direction in one of the wiki's on this.

Why are you using network resources? Maybe I am not understanding exactly what you are trying to accomplish?
The voice words I have coming out of my Elk speaker were set up way before the node server. They are set up in the Elk M1 & triggered by the Polisy/eisy system. So I have no practical experience doing it all from Polisy/eisy.

Use the multi function button (6 button presses ) to shutdown eisy, remove power for several minutes, power it backup and try again. Be sure to wait 15 minutes before trying to log in to PG3x and after signing in to your portal, the login for PG3x is the same as your eisy.

Are you using DHCP reservation in your router? If not, could the IP address have changed?
Have you tried rebooting ISY?
Have there been any network changes?
Try turning off antivirus programs?

I would suggest that there might not be a need to do a factory reset. However, if you wish, the multi function button is your friend. Per the eisy user manual here: https://wiki.universal-devices.com/index.php?title=Eisy:User_Guide#Multi_Function_Button, 10 presses of the multi function button does a factory reset.
The reason for using the upgrade packages button is to insure the updates are applied in the correct order.
I would suggest signing in to admin console and go to Configuration tab and select upgrade packages. Note that the admin console should close after a short delay and you should wait about 15 - 30 minutes before logging in again. You might also need to do a reboot after upgrading.
I would suggest trying this and if all is good afterwards, a factory reset isn't required, but future upgrades should follow the directions.
As for the PG3 login issue, you should be using the same login credentials for PG3 on eisy that you use for your eisy. If you still can not login, I have found shutting down eisy and removing power for a few minutes corrects that issue. It is something that is being investigated. If you still have an issue, post full details and a screenshot of errors.
As for the notice about upgrades being available, that is a known bug that will be corrected with the next release.

Which UD device? If Polisy or eisy, use the multi function button to do a shutdown and then restart the unit manually.
Check the user guide wiki to determine the correct number of button presses for your unit.

Here is the light troubleshooting section from the wiki: Front Panel LEDs/Lights
Boot up sequence:
Power, RX&TX, momentary blink of Memory/RX and TX, and then Power only
Error light and Memory light blinking simultaneously: ISY is not able to get on the network.Please ensure:
The Network jack on the back of ISY is connected to your router
The lights on the Network jack have one steady on and the other one blinking. If not, check cable and connectivity to the router
Your router provides DHCP
There are no other devices on the network with the same IP address (IP Conflict)
If you have configured your ISY to use DHCP, then you will have to search your network for devices that might be in the same DHCP range as your router is providing
If you have configured your ISY with a static IP address, and as long as you have a good backup, you can Factory Reset your ISY and then restore a good backup (File | Restore ISY). Once prompted to change the network settings, choose No
Only Error light blinking: ISY cannot communicate with the SD Card. Please ensure:
The micro SD Card (on the front) is seated properly. Unplug ISY, remove the rubber cap, using a sharp object, push the micro SD Card in so that it pops out. Push it back in so it clicks in. Apply power to ISY
If reseating the micro SD Card does not work, you probably have a defective SD Card. Please consult Replacing/Formatting SD Card
You can have a family member unplug power, wait, and plug it in again, followed by checking the lights against the guide.
You can also try a new power supply, weak ones do some strange things.

You need to use the non secure port to connect with the M1XEP. I am not home and don't remember which port is which, but I do remember it tells you in the M1XEP.

After restoring your backup, you will need to follow the directions from the wiki below to restore the PLM.

I did the migration from Polisy with Zooz dongle to eisy with Zwave Matter this morning. Other than a brief issue with migrating UD Mobile favorites, which Javi took care of right away, all went fine.
Follow the wiki instructions which were just updated again.
I believe I saw in the wiki that you can go back to Zooz dongle if you don't make Zwave changes.

Polisy is not currently available due to supply chain issues. UD will be coming out with a new Matter compatible unit to reace Polisy.
It was scheduled to be available before the end of the month.

You can do this now in UD Mobile. From your favorites screen select the pencil in upper right corner, click ok on message, select the icon, then select configure colors/ values/icons.
Then select add and write the rule you would like to use. I have if area 1 armed status = disarmed set color to hec color code for green. The second rule sets color to red if armed.
Check the UD Mobile user guide for more details.

Try checking the router for the new IP address and make sure the sub-domain hasn't changed.
