Try reinstalling the Admin Console.

It's really easy with scenes. All buttons are in toggle mode. Have the button of interest a controller with an On-Level of 100% and the other two buttons as responders with an On-level of 0%.
-
All the buttons appear to match. I've even mixed sets that I've had etched.

An Off button is not needed for the fan. One button on (lit) for that speed, all buttons off (unlit) for off. Button Use A Ceiling light B, C, D Low, Medium, High D Lamp 1 E Lamp 2 F Lamps 1 & 2 G Master for ceiling light + lamps H spare (or fan off)

Anyone in our home, even a worker for the first time, has no difficulty knowing which button or paddle to push. That's because all 23 KeypadLincs have custom etched buttons. So do all the SwitchLincs. Having automation doesn't mean that you are lazy. When was the last time you walked to the TV to adjust the sound or change the channel? Was it the same day you got out of your car to lift the garage door? We love having a button near the bed that turns off all the house lights except those in the bedroom. Another button in the media room that tailors the lighting for viewing or snacking. A means of adjusting the HVAC from anywhere. Changing the living room lighting from reading to conversing from the sofa--either side. Even more

Adding to Mike's comment, the usual configuration when there is only one white wire and one black wires connected to a standard switch is that white is line and black is load.

hart2hart, do you have a Hub or any PLMs other than the one you're using for the ISY?

I was supplementing, not supplanting your great advice. A difficulty is that many people are unaware of the risks.

Bulbs, even LED bulbs create heat. Fabric is flammable.
-
Due to the difficulty of sending a fast On with the ToggleLinc try adding one line to your program (or use a SwitchLinc).
-
The Insteon bulb is actually meant to be powered on 24/7 and controlled by another device such as a SwitchLinc, Mini Remote, ISY, etc. Go for it
-
When you create a scene, the ISY creates the links on the devices and also keeps a record of those links. You can unplug the ISY and the scenes will continue to function. Programs are stored exclusively within the ISY memory. It's a good idea to make an occasional back-up. Both scenes and programs are backed up.

I'd welcome a low cost Insteon RF or WiFi (preferably) color touchpad dedicated to home automation. Hmm, I wonder where my TouchLinc is?
-
What sets the variable? Is the variable integer or state? BTW, that was smokegrub's program.
-
Insteon dimmers use TRIACs. TRIACs work by clipping the alternating current (AC) sine wave. That clipping occurs even at 100%.

Why wait? Turn off power to you HVAC/thermostat as a test. You don't need to power down the whole house.

Aesthetics, mostly. Most power strips have 5 or 6 outlets with parallel line and neutral slots down the length, so only one FilterLinc or SynchroLinc or ApplianceLinc or LampLinc fits. And it's a handy place for a BuzzLinc in any room that already has a device with a pass-through outlet. The BuzzLincs respond to the opening of the walkway or driveway gate. Some newer devices don't have pass-through outlets and are smaller. That's aesthetic, too

I've been stacking Insteon devices for years. I place the one that will run the warmest furthest away from the wall. You can also insert a triple-tap between the devices as a spacer.

Some motors can run on a dimmer. Ironically, lower cost motors are more likely to function on a dimmer. f it works, then, in the long run, then life of the motor will probably be diminished.

The display uses different circuitry than is seen by any Insteon manager. For example, although the thermostat has a 0.5º resolution, that of the display is 1º. There's other information on the display that an ISY manager doesn't see, for example, the display can show the temperature of up to three thermostats. None of that matters to using the thermostat as a controller.

Our home theater uses an ACT AF 120 filter which supports up to 15 amps. Because the subwoofer is controlled by a SynchroLinc, the subwoofer has a separate filter. Powerline > SynchroLinc > Insteon FilterLinc > subwoofer

The display is updated on a 2º change, but the ISY does not monitor the display. The thermostat is updated anytime it's queried by the ISY. The quarter hour interval is only to synchronize the wireless thermostat(s) with the wired thermostat. The activation time is minimum time between the cycling of your HVAC components, for example, the compressor.

The Insteon thermostats have a 2º deadband, but they report within 0.5º.
