Unable to set separate local/scene ramp rate for InlineLinc Dimmer (2475DA1)

I've got an InlineLinc Dimmer v.41 hooked up to an outside lamp that is part of a scene.  I have a long ramp rate set for the scene, which works just fine, however despite trying to set the local ramp rate for the dimmer that is faster than the scene ramp rate, it always uses the scene ramp rate.  Does the inlinelinc support separate local and scene settings?

Left click on the scene. Select the On-Level and ramp rate for the device for that scene. Within the scene (click on the +), select the device. Adjust the local On-Level and ramp rate. Do NOT click on Copy Scene Attributes.

Yes I'm aware of how to do this, but for some reason it's not working for the InlineLinc.  The only way to work around this I've found is to create another scene and set the ramp rate there.

I cannot help but wonder if this device is one of those that requires a power reset in order for such settings to take hold.
