Remotelinc 2 being added as Responder rather than Controller

I successfully added my Remotelinc 2 to my ISY994 but it shows up as a Responder which is confusing to me.  Doesn't it need to be a Controller so when added to a scene it controls Responder lights etc - ie. isn't a Remotelinc 2 just a wireless dimmer switch?

 

Maybe I'm missing the concept,

Yes, any Insteon remote can be only a controller. What is the indication that it's a responder? What happens if you place a button in a scene?

While investigating, I checked my ISY firmware updates and noticed the UI was not up to date but the firmware was (4.3.26).  I updated the UI to the same release and all good now.
