I filed a support ticket, but they just pointed me at the Wiki that I have already read a dozen times.

 

After trying everything else I factory reset everything, the ISY, PLM, and every KPL ControLinc, and ApplianceLinc in the system.

Then I added the PLM and each device, recreated my scenes and programs.

 

Now it all works.

    Configure browser push notifications
    Chrome (Android)
    1. Tap the lock icon next to the address bar.
    2. Tap Permissions → Notifications.
    3. Adjust your preference.
    Chrome (Desktop)
    1. Click the padlock icon in the address bar.
    2. Select Site settings.
    3. Find Notifications and adjust your preference.
