On/Off Outlet will not work in scenes ....

I installed eight brand new On/Off Outlets yesterday (Model #2663-222). All of them are working perfectly except for one that will not work when it is part of a scene. I tried removing it and then re-adding it to the scenes, but it did not fix the problem. The outlet works fine if I control it individually. Any thoughts?

Two additional thoughts:

1-What is the load, how big is it? Are the loads the same for all the new outletlincs?

2- Devices don't acknowledge a scene command.... but they do acknowledge an on/off. Are there any delays with the on/off? Does it sometimes take a few seconds to turn the device on versus other outletlincs?

I would set the event viewer to  level 3 and do several on/off commands, it will show communication problems. Post that back here

All the outlets have pinball machines plugged into them, so the loads are very similar. I'd say they peak out at around 6-7 amps. There was no delay when controlling either outlet from the ISY's admin console or from MobiLinc on my phone. The outlet that is acting flaky is wired up using the same power and neutral wires as another Insteon On/Off Outlet that installed at the same time in the same junction box. The other outlet works as it should.

Most troubleshooting, it seems, is trial-and-error.  I tend to think this is still a possible explanation.  In addition, it is very simple to test.  Unplug the pinball machine, and plug in a simple incandescent lamp of some sort (or even leave it without anything plugged in).  Does this solve the problem?

Sometimes the best method is to eliminate the easy things first.
