In other words, can alexa be made to announce that a light has been turned on off when some one turn a light on from it's insteon switch?

Not easily, but I believe it's theoretically possible.  You'd need something external (like a Pi) for the ISY to make a network resource call to.  Then have that box use one of the "push notification" methods to get Alexa to say what you want.
