On/Off Module Won't Link (no error message)

I've got an on/off module that I was sure was good, but when I try and link it to ISY (New INSTEON Device>Autodiscover), it just pops up a dialog window briefly.  So brief that I cannot even read any message that may be there and then it just closes.  The whole thing takes about half second.  Doesn't even try to communicate.

Any ideas?  Tried factory reset, also specifying device in dropdown instead of Autodiscover.

 

Update:  I tried linking from the module with the ISY in linking mode, it said it was already added, but it's not in the tree!

Thanks Michel, actually I did find that it was already installed and named, so I thought it wasn't there!

But is that normal behavior if you try to link an Insteon device that is already in the ISY?
