Discover doesn't discover

I modified some program names, deleted a few and created a few.  Logged into the portal, deleted from the portal both those I deleted and those I modified and the added the newly modified program plus those that were newly created. So far everything proceeded as expected. I was happy.

The elation was short lived. After logging into the computer app, I "forgot" the no longer extant programs and selected "Discover." One newly created program and one modified program did not get discovered. After several tries without success, I selected "Forget All" (I'll never do that again. All Routines needed to be re-created.) and then Discover. Same result. The two programs are nowhere to be found in the computer Alexa app.

Next, I opened to smartphone Alexa app, selected Smart Home, then Scenes. Lo and behold, the programs do show in Scenes where all programs reside. OK, happy again. Went to Routines which was the end goal. When I got to Action, once again, those two programs were a no-show.

OK, Benoit always has tricks available, so I changed the programs in the portal to "Light." That worked.

Summary:

The computer Alexa app doesn't see either program. The smartphone Alexa app sees both as scenes. Smartphone Routines can't find the programs, but when changed them to Lights, Routines can enable the action.

Why?

Update: I just determined that this is true now for all programs. Also, after the reclassification, the programs appear in the computer Alexa app.
