'Signal' Doesn't Always Get to a Switch

I have a 2477S v.45 switch controlling my pool's filter motor/pump. That switch is about 75 feet from the house. In the past I've been able to control that switch without any issues by using any one of four options. This year it is not reliable at all, except for the first option:

Options:

1: A program that turns the filter on and off twice a day (I run it for two 3 hour sessions 6 hours apart)

2: Using Agave on my tablet while outside

3: Using a Mini remote 2342-2

4: Using a button on a KeypadLinc 2334-2 v.45

#1 works all of the time and every time without fail. The 'signal' gets through every time.

With methods 2, 3 & 4 not so much - maybe only 20% of the time. By the way, for #3, it doesn't matter if I'm in the house or near the switch outside.

How can I make the ISY send the 'stronger' (more reliable) signal every time when using methods 2 through 4?

The rest of my home automation system works flawlessly. I understand something has changed, that interference may have been introduced somehow, but because option 1 always works I posted my question.

EDIT: #1 also works every time if I use the Administrative Console.

This is a little hard to explain that only the signal initiated from the PLM is consistently working.  However, the no brainer solution would be to have all methods initiate the signal from the PLM.  In other words, use Agave, the kpl, and your mini-remote to run the "then"/"else" of that program instead of directly controlling the switch.
