Trap APC Event and trigger program?

Hi all,

I am trapping APC UPS events to send myself emails on electrical noise, power failure and power restore.

Wondered if there is a way to trigger a program on - say - electrical noise event. The program would initiate "turn off" commands on select z-wave and/or insteon devices to lessen the impact of electrical storms (that are so prevalent where I live) to expensive equipment.

Thought about hitting the ISY with a URL run program command but could not find the right syntax for that.

Already lost an Air Conditioner and Security camera during last storm.
