Error: Cannot determine device link table address (2466S ToggletLinc)

Can someone help me figure out how to get my ToggleLinc added? It's coming up with this error:

In 99% of the cases, this is due to signal/noise. In the other 1%, it's a defective device:

1. Make sure the load is not causing noise
2. Factory reset and link again
3. Move the PLM to a different outlet and one which is not shared with other transformers and power supplies
