So I've been rebooting my ISY remotely (via an IP controlled power device) about every 10ish minutes. 

Still no connectivity in the ISY portal. 

This could be complete coincidence, but I'm trying to approve my device in the portal, and I'm getting "Bad Request".   No other info seems to be available.   I don't know if this is related or not, but I'm letting you know in case it is diagnostically relevant to the other ongoing issue.

Problem is now resolved.

There was a misconfiguration on one of the proxy servers. When ISYs reconnected, they were directed to the less busy proxy server... which happened to be the one with the issue.
