Cao Tag Manager "Up Arrow" Flashes

I ger periodic, flashes of the orange "Up Arrow" on the tag manager. Try as I might I cannot determine the significance of these flashes. Any help would be appreciated.

I think it indicates uploading data to the cloud. I noticed that it corresponded to the update time interval set on one of my tags.
