is there a Wake On Lan tutorial or explanation?

when I click test, am I supposed to do that from another computer and then run over to my computer and see if it woke up?

Pretty much. You'll need to configure your computer to respond to WOL packets, then whenever it hears one on the network, it'll wake up. Success depends on configuring your computer properly.
