I have found another way to go about doing this, but for the life of me can't figure out why it runs every other day at the correct time.  Sunset is about 8:10 + 5 hours, Lights should go out at 1:10 AM.  Everytime it fails, I look in the Next Scheduled Run and it is set for the next day.

I'm not sure if I'd call that "working as expected" or "long time bug", but it's true that you can't cross midnight with the sunset or sunrise offset.   When you do cross with a "From... To" style program schedule you must specify "Next day" if the "To" crosses midnight.

the simple workaround for this program is

If
        Time is Sunset 
 
Then
        Wait 5 Hours
        Set 'Outside / Malibu ZW 003 On-Off Power Sw' Off
 
Else
   - No Actions - (To add one, press 'Action')
