Admin console won't launch

I followed the instructions for clearing Java and then loading the newer launcher. It has been working although when my PC is ideal it seems to lock up and I need to END the TASK and launch again. Now, however, when I try to launch Console on LAN, I get a spinning wheel and then the launcher freezes. What am I doing wrong? How can I diagnose this problem?

Thank you Dennis. I had switched locations and was no longer using my monitor connected to my NBPC. The resolution was deleting the UDI files.
