A program call running a disabled program

I think I know the answer to this first question, but want to be doubly sure. If Program A expressly calls for Program B to run, will Program B run even if not "enabled"?

I think the answer is yes.

Then, can Program A's call for Program B be either to "Run If" or "Run Then" and have Program B execute?
