Harmony Hub NS responds to "ALL ON" button click

@Jimbo.Automates I've been doing some work on the ALL ON vulnerability in multiple Insteon devices, as part of that I've discovered that the Harmony Hub NS responds to the "ALL ON" button in AC being clicked.

I'm not sure this is a good thing, but I leave it up to you to decide.
