how to send a web based command

I have a 4 port relay that I can send simple http commands from web based program like Chrome or Edge for example:

 

This will turn on relay:

http://192.168.1.2/state.xml?relay1=1

 

This will turn off relay:

http://192.168.1.2/state.xml?relay1=1

 

How can I program a schedule to use these commends so I can turn on or off relay?

Have you tried setting up a network resource to send those commands? 

Once you get that working you can trigger the network resource from a program.
