Can anyone tell me if it is possible to have the ISY send a prerecorded phone call in response to a specific condition. So so, what additional equipment is necessary? Or, initiating a call by an email sent to some internet service? If so, which one?

Check out ifttt.com, I am almost sure that they have such a service. Just keep in mind that ifttt.com polls for status updates only once every 15 minutes if I remember correctly. Depending on what you want to use it for it might not be fast enough for your purpose.
