I can't get these bulbs to turn on with the on level and ramp rate configured in the scene.

 

I build a scene as usual in the admin console, and set the on levels and ramp rates of all of the responders. When I test the scene in the admin console, the bulbs turn on with the configured level and rate, but if I trigger the scene from a controller, they always turn on instantly at 100%. Other responders in the scene work as expected.

 

I've just upgraded my 99i to 3.3.3 and deleted and re-linked the bulbs but am getting the same results. Anybody had luck getting these to work or have any suggestions on how to troubleshoot?

In Insteon each Controller has a unique set of Responder On Level and Ramp Rate values. Click on the Controller node name below the Scene name. Set the Responder values for that Controller which are different from using the Scene name where the PLM is the Controller.
