Yes the countries allowed RF frequency is different for other areas of the world.
Even the old X10 RF devices had a different frequency allowed in Europe. Than in the USA and Canada.
The Insteon modules also have the proper AC plug on them to match the local outlets.

The X10 Coupler/Repeater would do nothing for Insteon power line signals.
As mentioned. You may need some phase coupling between the phases of your home or you have some noise or signal absorbing devices on your power lines.
Try running the built in communications tests with any Dual band Modules you have and verify they are communicating and at least one is on each phase.
Access Points are also a good module to use. You can pick where to connect them and not have to rely on where a dual band is installed.

From the internal photos of the 2413S/U PLM and the V2 2443 Access Points {same main board}. On the FCC Database web site.
They use a LNK354GN Off Line Switcher IC in its power supply.
I am not sure how it would react to a modified sinewave.
I would agree that the Zero Crossing Detector may have a problem with the modified sinewave waveform.

Passive ones are OK. Repeater couplers could mess up Insteon signals. If it reads the last part of the Insteon message as an X10 one.

No. The ISY994i uses a serial connection to the PLM. For storing links in its database. Along with Insteon RF and Power Line signal processing.
There have been many requests for a 100-240 volt 50/60 cycle PLM but so far we have seen no indication it is going to happen.

Do you have any way to look at the Line power on the Insteon Switch when the mechanical switch is flipped?
To see if it blips for a short second.

I have seen no exact data on this.
Since the Insteon power line signal starts 800us before Zero Crossing. My suspicions are they use the Zero Crossing for timing.

Was the 2412S supplying power to the ISY controller.
I don't know if the production ZWave unit can be used with a 2412S.
The original ZWave dongles where being damaged by the 2412S power supplies voltages.
Is your ISY controller getting any power at all. Like the Power LED On?
The 2412S is not Dual Band so it will not receive any Insteon RF signals.

It is best to reset all of the modules and start fresh.
There is a choice when adding modules to remove existing links but I don't know how well it works. As the HUBs ID is in the modules.
You will have to wake up the Wireless Open Closed Sensor as it is battery operated and goes into a standby mode.

Running both HouseLinc and your ISY Controller is a bad idea.
Each one will add links to your modules the other one does not know about and possibly over write or orphan some links.
In the end you system will be degraded by missing or orphan links.

Yes the 2441V is supported. I don't know what functions are included.
It plugs into the jack on the bottom of the T1700,T1800 or T1900.

You may want to check things that maybe changing you IP address for remote access. Before trying a replacement ISY994i that may act the same way.

The Dual Band 2457D2 LampLinc still shows X10 support.
The Dual Band 2635-222 ApplianceLinc replacement.
Shows X10 support as No.
Like the other Dual band Devices. Has no pass through outlet on the front of the module.

I have not seen any controller only Insteon module and knowing Smartlabs. Would not be very much cheaper than one with a load control.
Even the six or eight button KeypadLincs have a local load function.
In the earlier days. There was the Icon line of Insteon modules. They had less functions and still controlled a load but where cheaper cost wise. They could control your main Insteon module just fine.
Not a real good solution but you could wire around some of the switches. Then use RemoteLinc 2 remotes in a optional frame. Mounted in the switch boxes. That would still be close to $50 ea and have to be periodically charged.

Well if you have any need for the 2456S3 ApplianceLincs.
They are discontinued. I was lucky to find a few spares for my collection. From Amazon.
I am probably one of a very small minority that still adds an X10 address to my modules. The Dual Band replacement for the ApplianceLinc does not support an X10 address.

Using the HUB and the ISY994i to both control the same Insteon Modules. Will result in messed up Link Databases. As LeeG pointed out.
Same thing happens if someone used the Free HouseLinc Program with it own PLM and an ISY994i; with the same Insteon Modules. Messed up Link Databases.
I doubt you can use both a Hub and ISY994i. Having both work correctly.

Two AF120s is probably the easier way to go.
The X10Pro XPF is a 20 amp wired in unit that would go into the breaker box and filter the whole circuit. Including any Insteon devices on that circuit.

Some added information.
I have done some tests on a 2450 I/OLinc and the Sensor Input has the Green LED on it.
You can pull the Sensor Level down enough to allow the LED to glow but not below around 1.0 volts to trigger the Insteon Signal to be sent. My tests showed approximately 800 Ohms from sensor Input to Ground would trigger it.
It also has its own voltage source on the Sensor Input to Ground so be careful that a voltage is not applied to it of if you do. Five volts or less maybe OK.

I am using an HR12A Palm Pad in my setup. Using an RR501 to transceiver the X10 RF Command to an X10 Power Line command.
In my case I have an X10 address also programmed into my Insteon modules. So I directly control them. Though the ISY994i controller does see the commands. I am just not using them that way. I do send an A4 AOn in the morning to trigger an X10 Chime Module.
There is an A10/X10 Firmware Add On Module that adds extra X10 features but is not needed for basic X10 support.

Mine also just beeps if it is the one running the test to other devices.
If another Dual Band Module is the one doing the tests. Then mine will blink Red or Green or not at all. Depending on which phase the sender is on and if it is receiving the signal at all.

The new 100-277 Volt, 50/60 cycle Insteon modules. Must determine the power frequency and then set its timing accordingly.
The updated Insteon Details White Paper gives some information on Insteon signals.
