Setting Lights to turn on at 40%

I have been trying to program a set of lights to turn on at 40%.  The issue I am having is that they are a 3 poll switch (two switches operate one light).  I am unsure where I set the on level.  

 

I have created a scene that operates the two switches (i.e. each switch is a controller).

 

I am unsucessfly in having the lights turn on at 40%.

 

Where I have tried this is;

 

a) tried setting the master control switch (on level applied locally)

B) scene name (apply changes to all devices)

c) each switch within the scene

 

Still I am unsuccessful  in having the lights come on at 40% when switched on.

 

Any other suggestions, or am I missing something.

SwitchLinc1 - Controller

SwitchLinc2 - Controller

 

Click the Red SwitchLinc1 entry.   Set both Switchlincs to 40% On Level

Click the Red SwitchLinc2 entry.  Set both SwitchLincs to 40% On Level
