Micro on/off switch stuck in latching mode

I have a micro on/off setup and I cannot seem to get it to not latch. I set it in single momentary mode and it only beeps once when I push the set button. However when I touch the sense wire to the load line it toggles when I apply power. So on first time off second time... It should be on when connected to the load and off when disconnected. Any idea what I am doing wrong?

That is momentary mode for a Micro Module. Momentary and latching depend on the type of switch, not the action of the module. I agree that it's confusing given that with the /O Linc, the mode defines the action of the relay.

Is there a way to make it turn on when there is power to the device then? Right now it won't seem to work as replacement for a motion sensor if it doesn't turn on when there is power to the sense line. Is there a way to set this up correctly?

The Micro Module is sensitive to voltage, not motion. You can, however, connect a non-Insteon motion sensor to a Micro Module. I do just that. When the output of the motion sensor is connected to the yellow sense wire an Insteon on signal is sent when motion is detected. After the designated time and no motion is sensed, an off signal is sent. In one situation. I'm using a RAB post mounted sensor.

When used with a motion sensor connected to the Sense line, be sure to also disable the 3-way mode (enabled by default). Otherwise, activating the module remotely can create a situation where the trigger is reversed and the light starts to turn off with motion/on after timeout.

I did turn off the three way mode, tried all the settings inside the isy itself too.  What I want it to do is be on when the sense line is high, and off when the sense line is low.  I don't see how to set this up at all?  When I use the sense line and touch it to the active line to see if I can trigger it, it turns on the first time I touch active and then off when I touch it again.  I don't see how this works with a motion sensor at all without this ability?
