I finally got this up and running and my Bali Motorized blinds are working perfectly with my ISY994.  I did note one important step though.  In order to get it to reliably work, rather than opening them with the "Fast On" command, i instead set up an open "Program".  By running the "Then" in the program, I would first have it Query the Blinds and then do the Fast On command (for example).  The Query command was important as it would first wake up the shades and then it would work rock solid reliably.  I even added the "climate module" to the ISY and was able to have the blinds only close if the conditions weren't cloudy.  Very slick!  Also, Alexa integration (using the routines function) was a piece of cake.  LOVE it!
