Am I misunderstanding the family plan?

I originally purchased Agave on my Android phone. When IOS beta came along I jumped on board. I have two iPads as control panels. My wife also has an iPhone.
So, the beta is over and I want to go all in. I purchased the family plan for 2 members on my Android (original purchase device). I try to set it all up, but it just isn't working as I thought.
They are on the local network and are on my same Apple ID, but will not register with the same family member.
It appears the iPads will need individual family accounts to get setup?
To use my Android phone, Two ipad control panels and my Wife's iPhone will require a primary purchase and a 3 family member plan?

Yes.  The family manager is now attached to device.  This my be an inconvenience in some ways but in allows me to no longer need account permissions on the devices.  If you have any other questions let me know.  I may need to update the docs on the website do they are more clear

I have tried to install the app on my new phone as family manager and it will not let me.  I have already paid full price for the app.  How can I migrate to my new phone.  Thanks

Hi, I'm a little confused on this topic too. 

I have an android phone (purchased Agave using this) and an android tablet, but I also have a relic Ipad that is wall mounted.    The phone and android tablet are working fine (I bought the full package), but the ipad doesn't recognize the purchase despite being on the same network.

Do I need to buy the Family plan to incorporate the IPad?

Also, any way to get the app on a Win10 laptop?

Yes,  The iPad is can not communicate with the Google app store so you will have to purchase a family access addon to incorporate the iPad.   This is some what of the entire reason I created the family access manager so you don't have to repurchase the entire setup if you have another device.  Please follow these steps after you have purchased the family access manager from Settings -> Account -> Access Level on your Android Agave app . http://agaveha.com/docs/family-access-manager/  Let me know if you have any further questions.

Thanks.  Will do.  Was heading that way anyway so my wife's android phone can work too.     On another note, while I have you.  Why green for off and red for on?
