2450 IO Linc Won't Work on Off Command

I just switched from an Insteon hub to an ISY 994 (v. 4.7.3). I have Mobilinc HD on my iPhone (iOS 12.2). Everything seems to work as designed except the 2450 IO Link on the garage door. It works OK from the ISY console, but, from MobiLinc HD, only the On command will trigger the relay. The Off command is ignored. If I press the on-screen button twice (Off then On) it will work. Or, I can query the relay when it says it is On and it will cycle to Off and then work OK when pressed to On again.

I reset everything (deleted the IO Linc form the ISY, reset the IO Link to factory settings, re-linked it to the ISY) and set the IO Linc Relay to Momentary B (IO Linc should respond to both On and Off). Still no joy. 

I have tried both settings in the ISY console: Momentary A (Triggered by either On or Off) and Momentary B (Triggered by both On and Off). Those are confusing.

My questions:

1. Which ISY setting is correct? Momentary A or Momentary B?

2. What is the difference between the two?

3. What else can I try to get this to work properly?

Being that the IOLinc is a powerline only device you may have a marginal signal from the IOLinc to the ISY

Another possibility is that the garage door opener and / or the bulbs in the opener may be causing interference on the powerline.

The two options I would suggest is to plug the garage door opener into a Filterlinc, and / or plug a dual band device into the front of the IOLinc. You could use a Lamplinc, an On/Off module or a Range extender.

The ISY communicates via the PLM (2413S) which is a dual band device. Some of the older PLM's were powerline only.  The 4 digit date code on the device will show when the device was manufactured.

if you have other dual band devices in your system they will communicate via powerline and by RF at the same time. The more dual band devices you have the more reliable your Insteon network becomes.

The range extender is always supported. You just plug it in. Unlike other Insteon devices the extender does not have to be (installed) linked.

Response to questions:

1...the correct setting depends on your goals and intended usage.  I use momentary A, because I want my relay only to respond to ON commands from a keypad button.  What you choose would depend on how you establish your scenes between the IOLinc and another insteon controller device, but if you want it to respond to both commands always, choose momentary B.

2...momentary A response to only one command, either ON or OFF.  (I would have to refresh my memory on how one choses which command.)  Momentary B responds to both ON and OFF commands. 

3.  I was not thinking that this is a communication problem initially.  More on this....

My experience (and recollection) is that the IOLinc relay, when operated directly from the admin control, will NOT respond based upon the momentary or latching modes.  The latching or momentary modes are respected ONLY when responding to a scene command triggered from another controller.  In my case, commanding the IOLinc relay to be ON caused my relay to be open and commanding it to be OFF causes the relay to be closed.  Regardless of momentary mode, commanding the relay to be OFF causes NO response to the garage door. In my installation, commanding the IOLinc to be OFF, directly from the admin console, caused no reation by the garage door, regardless of momentary mode chosen, and regardless of whether the door was initially open, closed, or in motion.  Given this, I am unsure why yours would be different.  

Is your IOLinc a responder in any scenes?  Were you commanding the scenes, or the IOLinc directly?

Thanks, everyone, for the fast and informative responses. The IOLinc is now working correctly, i.e. triggered by both On and Off commands. Following otteporhis's very useful IOLinc options matrix (linked above), here's what I did:

  1. Removed the IOLinc from the ISY
  2. Reset the IOLinc to factory settings per Insteon's instructions
  3. Linked the IOLinc to the ISY
  4. Selected Option Momentary B for the relay (Triggered by both On and Off)
  5. Created a new Scene with the Sensor as a Controller and the Relay as a Responder linked to it
  6. Added the Scene to Mobilinc on my iPhone

Note that this is different than how the Insteon Hub controller works. That controller did not require a scene to control the IOLinc with both On and Off commands.
