Insteon switches aren't working on 3 way or 4 way switch

Only 1 switch is working on my 3 and 4 way switches. Am I supposed to link them? It's a new house I haven't moved into yet so ISY is not set up yet. Need to do everything manual. It is my understanding that all switches should control the lights independently without linking. Is that wrong?

Electrician installed.  Maybe he connected them all to a load.  Isn't only one supposed to be connected to a load?

The switch controlling the light is tied to load. They will need to be linked to form a scene.

 

Best option is to Add the ISY and PLM to the house first. Add the switches to ISY. Create scenes in ISY for each room/circuit. Add all applicable switches as controllers to that rooms scene.

 

If you need to do temporary solution, you could use standard Insteon linking and remove links and reestablish them when you add the ISY.

Insteon does not really have a three-way. Both switches can switch the load on or off in a double "OR" style control.
