Countdown Timer on after power outage -- ISY reboot event?

I have 7 countdown timer switches (2476ST) that come on and stay on after a power outage.

 

This is very annoying. I don't know if it's a firmware bug or what.

 

a) Has anyone heard of this or have any suggestions how to fix it?

B) Is there some way for me to run a program on the ISY after it is rebooted? This way, hopefully I can run a program after the power outage to try to turn the switches off.

I have seen this with older SwitchLinc Relays. I would contact Smarthome regarding the issue, and see if a fix is available.
