Keypadlinc LED brightness... confused

Have been playing around with the LED brightness on a couple of Keypadlincs that I'm using primarily as status indicators.  Firmware on my ISY is 5.0.16A.

Ideally I would like "bright as the sun" (lets call that 100%) for on and completely off (lets call that 0%) for off... unfortunately I can't seem to figure out a combination to get that result. 

At the 15 on/0 off setting in ISY I get my 0% off but I get what I'd have to call about 50% for on... good enough in a dark room, but in the daylight not so much.   If I change the setting in the ISY to 15 on/7 off I then get the 100% brightness for on but of course I get about a 50% brightness for off which I don't want.

So in scenario A, 15 on appears to equate to 50% brightness and 0 off equates to 0%... But in scenario B, 15 on appears to equate to 100% and 7 off equates to 50%

Is this the intent/design by Insteon… ISY... or a glitch on the part of one or the other?   Based on the relative visible levels of brightness  7 on/0 off  and 15 on/0 off seem to be pretty much the same and its only when I bump the off level above 0 that I can achieve an on brightness above that 50% mark.

Something I'm missing... any way to achieve what I'm hoping for?

In one of my scenes which includes a 6 key KepadLinc, I have 'A' set to 0/0. It's LED is completely off when off, and looks to be at full brightness when on.

I have both 6 and 8 key Keypadlincs here.  For me the 0/0 setting gets no LED for either on nor off (0%/0%)

Picture says 1000 words... on the left keypad the setting is 15/7 and the one on the right is 15/0

Same here.  I set my bedroom keypad to 0/0 at night and it's completely dark, regardless of if it's on or off.
