I've got a system that is about 80% X10 / 20% Insteon though in the next year that ratio may reverse. It is mostly controlled with my ISY. Meanwhile, my aging wired alarm system panel may need to be replaced. I am looking at the Honeywell Tuxedo (and 6160RF) as a controller. That Tuxedo has built in Z-wave control. If I purchase the zwave add on dongle for my ISY, can I use my ISY to "translate" a zwave signal from the Tuxedo (ie turn on kitchen lights) into the X10 or Insteon command to actually control those kitchen lights?

Short answer. No. There's no Z-Wave device that is being controlled/monitored in the Alarm panel to then be presented as well to the ISY to work and even then that's way over convoluted to go into setup and maintaining. I don't know anything about the Tuxedo capabilities. Can it be integrated with anything? Does it have the ability to send remote commands to anything? If you're looking to replace your alarm panel why not look at a system that has integration capabilities with ISY? Elk or DSC... I myself want to get an Elk system as I've heard lots of great things about the Elk M1 from everyone on all forums and systems not just here.

I use the ISY to "translate" an X-10 F2 ON command, into a Insteon 3e4a... ON command. Was thinking that if I used to Tuxedo to send a Zwave XYZ on (a "dummy" command for a non existent light) , the ISY could translate that command into the appropriate X10 or Insteon command. I'm looking for simple and reasonably priced. And it seems that honeywell system fits the bill well. I'll need to look at the Elk and DSC

The X10 and Insteon devices both exist within the control of the ISY. The ISY gets the signal from the X10 and then reacts by doing something with an Insteon device. You can do the exact same thing with Z-Wave devices controlled by the ISY. In fact you can mix and match X10, Insteon, Z-Wave and have them all work well together when they are all controlled by the ISY. Z-Wave devices connect to a single controller and only talk to that controller. In your scenario what's the device? There isn't a Z-Wave device. I'm assuming (could be wrong) you want an existing alarm sensor to be a trigger to signal the X10/Insteon lights to turn on? How does that contact/motion sensor trigger get sent to the ISY? Z-Wave is not a general use communication method. A convoluted manner you could have a z-wave contact sensor added to the alarm panel and then add the alarm panel to the ISY as a slave controller and in a convoluted fingers crossed it might sometimes work right. Or vice versa the ISY slaved to the alarm panel. Or you could change the lights to z-wave and add them directly to the alarm panel and use the programming in the alarm panel to turn on the light when the sensor is triggered but then you lose the ISY flexibility and control and the alarm panel doesn't speak X10 or Insteon. There's a lot of ways to skin a cat but generally none of them are clean or pretty. So rather than trying to skin the cat just buy the fur coat that others have gone to the effort to integrate and make nice and warm. If the touchscreen is the selling point then realize there are ways to use a tablet for an alarm panel screen or 3rd party touch screen integrations for alarms that are designed for integration. But then again they do cost more but they work.

You should look into that and check with it's author if this panel is supported, what it would take to support etc so see about the ISY integration. Something to look into?

With my X-10 controller, I can send (for example) an D-10 ON command, and via a simple program, the ISY can "translate" that into a Insteon AB-E1-F2 switch on command. So, could a Z-Wave controller (like linked) transmit a command like ZWAVE KITCHEN LIGHT ON, and via purchasing the ISY Z-Wave dongle, and a simple program, translate a received ZWAVE KITCHEN LIGHT ON into a INSTEON (or X10) KITCHEN LIGHT ON command?

Previous answers are still the same. You can contact the author of the total connect node server to see if it supports this panel as the isy itself does not.
