ISY994 & no internet - cant login?

Hi,

 

I am trying to log into my ISY on a 'secure' - non internet network.  Each time i open the start.jnlp it opens the window, sees my ISY, then i click & have an option of dashboard or admin - neither do anything though.  Do I need to be online?
