Action setting on root name of scene

When I create a scene I make set the action for each device after clicking on the controller, but if I click on the root name of the scene the actions are different. Do I need to set the actions from the root name also, does it matter at all?

You only set actions for devices from the panel on the right after you click scene Name. The actions for the scene are the lower right panel.

When you edit the devices below the scene you change those settings immediately but the scene setting doesn't change.

You configure the controllers in the scene and the scene itself
