Can't add Thermostat or Outlet

I have been trying to add a Trane 524 Z-wave thermostat without any success.  Here is my setup... I have a pretty big Insteon network controlled by an ISY994i that works really well.  A couple of years ago I added 3 Trane Z-wave thermostats (I couldn't use the Insteon thermostats because they don't work with heat pumps).  I also added a GE Z-wave outlet about halfway between the ISY and the thermostats to act as a repeater.  After a bit of messing around (and to be honest, I've forgotten exactly what I did) I was able to get everything working.

This week I decided to add another Trane thermostat to the same system as the other three (it's a 4 zone system).  When I tried to add the thermostat to the Z-wave network, there was no response from the ISY to indicate that it had found the thermostat.  This new thermostat is physically closer to the GE outlet than the other three.  I had a spare GE Z-wave outlet, so I replaced an outlet about 5 feet away from the new thermostat.  Both of these new devices are about 15 feet away (although one floor up) from the first GE outlet.  The ISY was unable to see either of these devices.  I've tried rebooting the ISY, healing the network, removing/excluding the devices and various combinations thereof.  Nothing works.  I have included the event log of my last attempt below.  I think the events immediately after the "Wed 07/22/2020 10:29:30 AM : Listening for Z-Wave devices to add to the network" are unrelated Insteon events, not entirely sure though.

Any help/suggestions would be much appreciated.

I get the dialog box, but nothing happens when I hit the programming button on the outlet or the enroll button on the thermostat.  Here is the event log:

I forgot to add in my original post that I am using firmware 4.7.3 for the ISY, the UI is 4.7.5 and the Z-wave firmware is 4.55, bootloader 1.03.  The Z-wave module number is 21100.

As always, mismatched Firmware and UI will cause issues. You need to clear your java cache. Also, since your devices are not part of your network, they need to be closer to the ISY in order to add.

I updated to 4.8.0 for both the ISY and UI but I still get the same result.  Moving the devices closer to the ISY isn't an option.  Neither is moving the ISY (unless I buy a 25ft cat5 cable).  I'm didn't have to do that for the three thermostats I already have.

I'd recommend getting a 25 ft cable then. Not having problems with adding other devices doesn't mean anything when it comes to rf. It's all about location location location. Just like you can have strong cell reception or wifi reception in one area and poor reception 2 feet away, zwave works the same. 

A quick perusal of the zwave forums on here and others will confirm what I just said. In addition to that, you may need more repeaters

Thank you everyone for the replies and advice.  I moved the ISY much closer to the thermostat and outlet (I used one of my Linksys Velop node to get network access) and everything worked perfectly.  I'll probably forget all this the next time I add a Z-wave device, but at least I'll be able to find this thread when I do a search for help!
