GE 45605 Z-Wave Duplex Receptacle Not Working

I just reinstalled a GE 45605 Z-Wave Duplex Receptacle that worked previously on my ADT Pulse system..  The reinstalled receptacle has prowar, the non-controlled outlet has power, the blue light comes on when in off controlled mode and goes off when in the on mode and can be controlled via ADT Pulse app.  The problem is is that the controlled outlet does not have any power when placed in the on mode.

If the controlled outlet doesn't have power then it's bad. I'd call ge to see about warranty replacement
