Toggle Switch Zwave controller

Hi, I use my ISY mostly to control Insteon Switches and outlets throughout my older home.   Since my controller supports Zwave I recently thought I would try one of the GE Zwave switches.   The switch works great, but unlike the Insteon, I don't get an option to use the switch as both a controller and a receiver.  I made the GE switch into a scene and I was easily able to use one of of my other Insteon Switches to control it, in addition to using the switch itself.  I had another GE switch I was hoping I could use as a controller to make a 3 way switch out of this without traveler wires but I see no way to do this.   I hate to buy a $50 Insteon switch just to control another ($30) switch, and I don't even see the old style toggle on their site anymore.  so I was wondering if anyone knew of Zwave (or other) switch that fit in an old fashioned switch plate that I could use as a controller for the scene?    I don't need to switch anything from this location, only control the other switch, like a motion sensor or other remote would.

Create a simple program that turns one zwave switch on when the other is on.

 

I have a bathroom light switch that when on turns on the fan.  When the light is off, there is a timer that waits 15 minutes and then turns the fan off. 

 

Both are zwave. 

 

What firmware are you running?
