Dimmers Not Showing as Controllers

I have added 42 of the Jasco ZW3005 Dimmers and 11 ZW4005 switches to the ISY.  The ZW4005s all show as controllers.  The ZW3005s all show as receivers.  Looking at the ZWave Alliance website I found the below supported classes for the ZW3005 and ZW4005 (pasted below).   They appear to be the same. Can anyone tell me why the ZW3005 can't be a controller?

I envisioned using tablets mounted to the walls as scene controllers but I haven't found a way to do create scenes without a switch acting as the controller.  If the ZW3005 can't be a controller is there away to create a virtual controller for the scenes?

I'm assuming the 3005 is not a zwave plus device. Does it show status immediately when you operate it manually? If it doesn't that may be why it cannot be a controller

They are zwave plus devices and there status changes immediately when manually activated.

I'd contact ge to see what the difference is. With zwave, not all devices can be controllers.

I got feed back from Jasco today that the switches should be showing as controllers.  They said contact Universal Devices

The official communication channel with Universal Devices is via support tickets, you should email support@universal-devices.com to open a ticket.    While the forum is operated by UDI, and they do occasionally comment, they don't read and track every thread.
