Just tried to change the status of the party lights and it worked, despite the error that the console couldn't communicate with it.

You have Insteon communication issues.... Something is either creating power line noise or sucking the signal strength.   The problem is finding it.  Unplug, turn off, disable, etc... it's unlikely but it could even be a cheap power supply in an LED light bulb... anywhere in the house.
