So, with all the issues lately on PG3 I've gotten confused with should the Hue Emulator 3.0.6 be working or not? Mine isn't and I didn't know if I needed to re-install it or just wait.

It is working fine for me. Any errors in the log?

Plenty of ERROR lines but there always seems to be errors in Polisy logs. See attached.

There should not be errors in NS logs...  This error was the issue that 3.0.54 was supposed to fix.  Try changing the log level to something different. like Debug, then restart and hopefully it works.  Then change level back to warning or error.
