I just started using experimenting with the Roku Node server and was curious if there was a way to turn on and off TVs? 

Starting a new Logitech Harmony system seems like a bad idea with it at end of life. 

If both devices support CEC / HDMI then it should work. My older Roku Stick turns off my TV but the newer units will not.

IIRC: If the Roku remote has a TV power button on it then it controls the TV via iR only. If no power button for the TV then it will control the TV via CEC/HDMI. Roku support plays dumb about this, as usual.

Harmony is not a bad Idea outside what it would cost. The Node server is local as well as your control. Unless you plan on making frequent changes, the remote and its ability to control your system can potentially last for years even after shutdown.

The servers managing all codes are still being updated so you can still add new devices and for the most part, the large tv mfg. do not change the codes. For example, my oldest LG oled tv is a B6 from 2016. That remote still works with my latest LG G1 and vice versa
