Flickering CFL

I have a pair of dimmable CFL's that I use as part of my night lighting scheme. I have the Scene that the two lights reside in set to turn on to 20% at night. It works fine. Whenever I turn on any different Insteon device, the night lights flicker a couple of times.

 

Is this normal?

Not sure if it is normal in all setups, but I have seen other reports of flickering. Especially if almost to the minimum dim setting the CFL can stay on at.
