Real time status on only some switches. PLM replacement didn't fix?

I am finding I'm only getting real time switch status on a subset of all my light switches. Swapped PLM and same issue. Restoring device does not fix it. I am completely stumped. Event viewer shows it's sending status to PLM. Any ideas?

Configure browser push notifications
Chrome (Android)
  1. Tap the lock icon next to the address bar.
  2. Tap Permissions → Notifications.
  3. Adjust your preference.
Chrome (Desktop)
  1. Click the padlock icon in the address bar.
  2. Select Site settings.
  3. Find Notifications and adjust your preference.
